In Crisis on Infinite Earths #6, the villain's domain is explained... sort of...
In the beginning, the universe was formed from gas and plasmic energies. From that, life eventually developed, then evolved. Then, ages later, there was an accident, one which created an anti-matter universe.
In the anti-matter universe, Psycho-Pirate whines to the anti-matter Monitor that he was promised “millions of emotions to tamper with as he pleased.” After insulting him by saying he regrets not choosing someone like Raven or Phobia to do his dirty work, Monitor finally increases Psycho-Pirate’s powers to help him win his final victory.

In the Netherverse, the good (but dead) Monitor's satellite, where many of the champions are aboard, is attacked. Alex Luther wants to save them, but Harbinger tells him not to sacrifice his life. With Monitor’s death on her conscience, she wants to make it up to him. She stops him from bringing the surviving three worlds into the Netherverse with Earth-1 and Earth-2, then...

Meanwhile, on Earth-2, which is still merging with Earth-1, Yolanda Montez observes Atom (Al Pratt) taking care of the injured Wildcat.
