Pre-Crisis: Pt. 2

In The New Teen Titans Annual #2 (1983) our mystery man is identified by reputed mobster, Anthony Scarapelli, as “The Monitor.” When Scarapelli needs protection from Robin and his teammates, he says, “For this, I need something special. I need… the Monitor!”

Monitor hires the villains Scorcher, Spear, Bazooka, Slasher, Tanker, and Cheshire to eliminate Terra, Starfire, Kid Flash, Cyborg, Wonder Girl and Beast Boy. When Kid Flash is perhaps mortally injured, Raven returns from her home world of Azarath to save the day.

The Monitor has manipulated his pawns from his satellite in space while remaining a complete mystery. And who is the lovely blonde to whom her refers to as "Lyla?" The mystery deepens.
