Monitor next appeared in Green Lantern #173 (1984), once again providing services for a bad guy. Here, it’s Congressman Jason Bloch, with whom he begrudgingly strikes a deal.

Bloch is waging a campaign against Ferris Aircraft, seemingly oblivious to the fact that Hal Jordan, Carol Ferris’s romantic interest (and superhero Green Lantern, if you didn’t know), has recently returned to Earth.

We don’t learn much here about Bloch, who reaches Monitor on “Line 42,” but this subplot will continue with varying degrees of focus and attention through Green Lantern #178.
