Walking in with a bag of groceries, Kathy Sutton sees a transmission on her television as Red Tornado summons her to him.

Meanwhile, in Detroit...

Remember Justice League of America #193? (If not, click here.) Firestorm learned that Reddy was inhabited by a tornado spirit that merged with him when he was created.
It was set free when his body was destroyed once before, and I put it back inside him. But if that Tornado Champion wasn’t released this time, then Reddy must really be dead…
Kathy arrives on the scene in Gotham City where she meets Batman, Black Lightning, and Geo-Force. They all receive the bad news about Reddy from Green Arrow and Black Canary.

Later…

I can’t believe it… That’s – the Red Tornado!

But it’s not the Tornado Champion that appears before them, it’s the Tornado Tyrant, and he says:
The “Crisis” that afflicts the Earth affords an opportunity that may never be equaled! The natural order is in turmoil – giving me power such as I have never known in any of my forms… the power to re-make the world! Just as tales of old would have it, the mark of man will be wiped clean from the Earth by a raging deluge! And humbled humanity will begin anew!
The Tornado Tyrant tells Firestorm he will not be able to trap it like he did before:

Kathy jumps into the maelstrom to talk some sense into Reddy…

She didn’t really get through to him, though, and when the League tries to trap him, he says he’s been betrayed.
Yet perhaps the error was mine, in still longing for humanity’s acceptance – when I have far surpassed all that is human! But what I am, and what my role shall be, I cannot tell! Nor must I act without the answer that I seek.

And that’s the last we’ll see of Reddy until Captain Atom #16. It seems a shame that after his long journey of self-discovery, he ultimately rejects his humanity and disappears. What will the post-Crisis Red Tornado be like? I’m afraid that’s a story for another day as we conclude this series…
